In a significant move to boost Uganda’s tourism sector, the Uganda Wildlife Authority (UWA) has inked three major agreements with private investors aimed at developing luxury tourism facilities in some of the country’s most iconic national parks. The deals, finalized on March 27, 2025, in Kampala, will see a combined investment of $28.5 million (approximately Shs104.3 billion) into Murchison Falls, Queen Elizabeth, and Kidepo Valley National Parks.
The agreements were signed by UWA’s Board of Trustees Chairman, Professor James Kalema, and the respective investors, who have committed to delivering world-class tourism infrastructure within the next two to five years. The projects are expected to transform Uganda’s tourism landscape by offering high-end experiences that attract both local and international visitors.

Queen Elizabeth National Park: Kagobed Holdings Ltd plans to revamp Jacana Safari Lodge under the Serena Hotels brand. With an investment of $7 million, the lodge will feature luxury accommodations, conference facilities, a helipad, and a health club, catering to upscale travelers.

Murchison Falls National Park: The Tian Tang Group is set to construct a Glass Bridge and a 50-seater restaurant at the Top of the Falls, a project valued at $20 million. This development will provide visitors with breathtaking views and a unique dining experience.

Kidepo Valley National Park: Russell Hall Ltd will build a $1.5 million luxury lodge in partnership with the renowned French hotel brand TUI Blue. The lodge aims to offer premium services while blending seamlessly with the park’s natural beauty.
Government and Conservation Priorities
Speaking at the signing ceremony, Hon. Martin Mugarra Bahinduka, Minister of State for Tourism, Wildlife, and Antiquities, praised the initiatives as a game-changer for Uganda’s tourism industry. He highlighted the potential of these projects to generate revenue for conservation, create jobs, and enhance the country’s appeal as a top-tier travel destination.
Professor Kalema stressed the importance of adhering to environmental standards, urging the investors to conduct thorough Environmental Impact Assessments (EIAs) to ensure the developments do not harm the ecosystems. UWA Executive Director Sam Mwandha echoed this sentiment, emphasizing the authority’s commitment to balancing tourism growth with wildlife conservation.
